JOB DESCRIPTION

  1. Role and responsibilities 

The purpose of the Urban Displacement and Outside of Camp (UDOC) Officer is to implement the day to day activities in the Community. The UDOC Officer will be managing the scheduling and coordination of all activities within the Community. He/she will be reporting to the UDOC Coordinator. The position will be based in Moldova. 

Generic responsibilities: 

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines 

  1. Implement delegated UDOC project portfolio according to plan of action 

  1. Prepare and develop status reports as required by management 

  1. Ensure proper filing of documents  

  1. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist 

  1. Promote and share ideas for technical improvement 

  1. Develop status reports as required by management. 

  1. Supervision of UDOC assistants and Incentive workers 

Specific responsibilities:  

  1. Under the supervision of the UDOC-Protection Coordinator, liaise with relevant stakeholders, including governmental authorities, humanitarian and developments organizations. Coordinate with partners on activities and assistance conducted within the center. 

  1. Ensure that beneficiaries receive up to date information and are aware of the assistance available in the center and the area. 

  1. Responsible of all administrative work related to the center and oversee care and maintenance work. 

  1. Support UDOC-Protection Coordinator in establishing UDOC/MPCC center (identification of Centre, installing equipment, furniture etc.) 

  1. Support the establishment and maintenance of coordination mechanisms and coordination tools (e.g. 3W, service mapping etc.). 

  1. Promote referral, complaint & feedback mechanism for the effected population. 

  1. Set up and maintain an overall schedule and plan of activities of NRC UDOC staff working in the center. Participate in the recruitment of staff and provide on the job training as required.  

  1. Ensure that gender and protection mainstreaming are carried out at the field level by all staff and throughout all activities. Promote durable solution. 

  1. In collaboration with the UDOC Coordinator prepare Procurement Requests, payment lists, attendance sheets, reports, etc. as needed. 

  1. Ensure that project data, Centre asset and inventory are maintained properly. 

  1. Perform any other activities requested by line manager. 

  1. Follow-up on digital activities tracker and targets with great attention to detail. Competencies:

These are skills, knowledge and experience that are important for effective performance.  

Generic professional competencies:  

  • Experience from working as a Project Officer in a humanitarian/recovery context 

  • Previous experience from working in complex and volatile contexts 

  • Previous experience from working in social cohesion programs is an asset 

  • Documented results related to the position’s responsibilities 

  • English proficiency both written and verbal 

  • Fluency in Romanian, Ukrainian / Russian preferred 

Context/ Specific skills, knowledge and experience:  

  • University degree in a relevant subject, ideal 

  • At least 1 years’ experience in a team leadership or line management position; 

  • Excellent capacity to plan, prioritize and multitask, attention to detail; 

  • Excellent team-working skills; 

  • Flexible and adaptable, and have the ability to cope with stressful situations; 

  • Excellent computer literacy, including MS Office (Word and Excel); Other digital skills appreciated 

  • Ideally experience in a project implementation position in an NGO or UN agency 

  • Preferable knowledge in either (or multiple) of the following fields of intervention: Camp management UDOC and protection 

  • Good reporting and coordination skills. 

  • Excellent cultural awareness, empathy and sensitivity. 

  • Highly approachable, trustworthy and confidential. 

  • Ability to work independently whenever required.
